{"id":201440,"date":"2020-08-28T22:52:59","date_gmt":"2020-08-28T19:52:59","guid":{"rendered":"http:\/\/www.sanasyria.org\/en\/?p=201440"},"modified":"2020-08-29T19:56:12","modified_gmt":"2020-08-29T16:56:12","slug":"al-kizabari-it-is-necessary-to-agree-upon-national-principles-before-starting-off-constitutional-principles","status":"publish","type":"post","link":"https:\/\/archive.sana.sy\/en\/?p=201440","title":{"rendered":"Al- kizabari: Necessity to have agreement on national principles before discussing constitutional principles"},"content":{"rendered":"<p style=\"text-align: justify;\">Geneva, SANA- Head of the national delegation to the meetings of committee of discussing the constitution in Geneva, Ahmad al-Kizbari affirmed the necessity of agreeing on national principles before discussing the constitutional principles, the most important of which are respect for the sovereignty, unity and independence of the Syrian Arab Republic&#8217;s territories, which is a noble national principle.<\/p>\n<p style=\"text-align: justify;\">Al- kizabari said at a press conference on the sidelines of the committee&#8217;s third round meetings in Geneva today \u201cin this round, we agreed on an agenda that we started with, which is discussing the national principles, as all constitution makers in the world agree on national principles\u201d.<\/p>\n<p style=\"text-align: justify;\">He added\u00a0 \u201cWe are here starting from something essential, we have a State, it has a constitution, and we agree to draft a new constitution or amend the current constitution, therefore it must be a basic agreement on national principles ,these principles differ from the applicable constitutional principles and when the parties agree on national principles, we proceed to the second process, which are the constitutional principles that will be placed in the formula of texts and materials drawn up in accordance with the constitution and according to its structure divided into different chapters ,this constitution is for the coming generations and it is the future of Syria\u201d.<\/p>\n<p style=\"text-align: justify;\">Al- kizabari pointed out that the constitution could not be completed in a short period, and that the national delegation is keen to go on in this process according to precise and systematic stages and not jump straight to the formula.<\/p>\n<p style=\"text-align: justify;\">He\u00a0 said \u201cthe national delegation in this round has proposed the Syrian national identity as a national principle, and we hoped to see\u00a0 interaction by the other parties on this issue\u201d.<\/p>\n<p style=\"text-align: justify;\">Al- kizabari added that there is a clear intention from some parties to disrupt the meetings, hoping that the meetings would reach positive results and access to joint essential work because without reaching national basic commons, it is not possible to establish a constitution.<\/p>\n<p style=\"text-align: justify;\">He affirmed\u00a0 that \u201cthe national delegation called itself national because it has come from Damascus, not from Riyadh, Istanbul, Cairo, or Moscow\u201d in answer to a question.<\/p>\n<p style=\"text-align: justify;\">Al- kizabari reiterated that this committee is led and owned by Syria, and the UN is facilitator of this process, and no external interference can be accepted in its work, noting that the US official James Jeffrey\u2019s meetings with the &#8220;opposition&#8221;
