Cumhurba\u015fkan\u0131 Be\u015f\u015far Esad bug\u00fcn Ba\u015fbakan \u0130mad Hamis ve baz\u0131 bakanlardan olu\u015fan, idari reform i\u00e7in ulusal projenin uygulanmas\u0131 a\u015famalar\u0131 ve bu konuda nelerin ba\u015far\u0131ld\u0131\u011f\u0131n\u0131 i\u00e7eren bir toplant\u0131ya ba\u015fkanl\u0131k etti.<\/p>\n<p style=\"text-align: justify;\">Toplant\u0131n\u0131n ba\u015f\u0131nda, yolsuzlu\u011fun \u00f6nlenmesi, yasa d\u0131\u015f\u0131 kazanc\u0131n azalt\u0131lmas\u0131 ve kamu paras\u0131n\u0131n korunmas\u0131 amac\u0131yla d\u00fcr\u00fcstl\u00fck, e\u015fitlik ve kurumsal \u015feffafl\u0131k ilkelerinin olu\u015fturulmas\u0131nda bu kanunun olumlu etkisi nedeniyle Bakanlar Kurulunda onay\u0131na sunulacak olan mali zimmet kanununun kararla\u015ft\u0131r\u0131lmas\u0131n\u0131n son hali tart\u0131\u015f\u0131ld\u0131.<\/p>\n<p style=\"text-align: justify;\">\u0130dari Kalk\u0131nma Bakan\u0131 Dr. Selam Safaf, yerel y\u00f6netim, \u00e7evre, bay\u0131nd\u0131rl\u0131k ve bar\u0131nma ve Maliye Bakanl\u0131\u011f\u0131 ba\u015fta olmak \u00fczere, insan kaynaklar\u0131 y\u00f6netimi ve \u00f6rg\u00fctsel yap\u0131, idari yap\u0131lar ve sorunlar\u0131n, uygulanmas\u0131 s\u0131ras\u0131nda ortaya \u00e7\u0131kan sorunlar\u0131n d\u00fczeltilmesi ve nas\u0131l ele al\u0131naca\u011f\u0131n\u0131n belirlenmesi alanlar\u0131nda ulusal reform projesinin uygulanmas\u0131 i\u00e7in, \u00fc\u00e7 bakanl\u0131kta yeni \u00f6rg\u00fctsel yap\u0131y\u0131 uygulamak i\u00e7in at\u0131lacak ad\u0131mlar\u0131n haz\u0131rl\u0131k a\u015famas\u0131ndaki \u00e7al\u0131\u015fmalar\u0131n sonu\u00e7lar\u0131 hakk\u0131nda bir sunum yapt\u0131.<\/p>\n<p style=\"text-align: justify;\">Bay\u0131nd\u0131rl\u0131k ve \u0130skan Bakan\u0131 M\u00fchendis S\u00fcheyl Abdullatif, Yerel Y\u00f6netim ve \u00c7evre Bakan\u0131 M\u00fchendis H\u00fcseyin Mahluf, eski yap\u0131lardaki \u015fi\u015firilmi\u015f idari yap\u0131lar\u0131n sorunlar\u0131, i\u015fin kalitesini ve verimlili\u011fini art\u0131rmak ve elde etmek i\u00e7in yap\u0131lan mevcut insan kaynaklar\u0131ndan en iyi \u015fekilde fayda sa\u011flamak ve i\u015f kalitesini y\u00fckseltmek i\u00e7in, e\u011fitim ve rehabilitasyon kurslar\u0131n\u0131 ele alan bakanl\u0131klar\u0131n\u0131n yeni organizasyonel yap\u0131s\u0131n\u0131 sundu.<\/p>\n<p style=\"text-align: justify;\">Kendi y\u00f6n\u00fcnden Maliye Bakan\u0131 Dr. Me&#8217;mun Hamdan, bakanl\u0131\u011f\u0131n mevcut \u00f6rg\u00fctsel yap\u0131s\u0131ndaki bo\u015fluklar, bu bo\u015fluklar\u0131n d\u00fczeltilmesi ile Maliye Bakanl\u0131\u011f\u0131 ve ba\u011fl\u0131 kurulu\u015flar\u0131 i\u00e7in en uygun idari yap\u0131y\u0131 koymak i\u00e7in y\u00fcr\u00fct\u00fclen prosed\u00fcrleri a\u00e7\u0131kl\u0131\u011fa kavu\u015fturdu.<\/p>\n<p style=\"text-align: justify;\">Cumhurba\u015fkan\u0131 el Esad, \u00fc\u00e7 bakanl\u0131kta uygulanan ad\u0131mlara g\u00f6re bakanl\u0131klar\u0131n geri kalan\u0131nda idari reform projesi i\u00e7in haz\u0131rl\u0131k a\u015famas\u0131n\u0131 ayn\u0131 anda uygulamaya ba\u015flamay\u0131 ve kamu kurumlar\u0131nda i\u015f verimlili\u011finin kalitesini art\u0131ran, kat\u0131lacak olan bu kadrolardaki insan kadrolar\u0131 i\u00e7in en iyi yat\u0131r\u0131m\u0131 elde etmeyi ama\u00e7layan bir dizi kilit nokta \u00fczerinde \u00e7al\u0131\u015f\u0131lmas\u0131, gelecekte, bu noktalardan birinin, kamu otoritesi taraf\u0131ndan bir insan kaynaklar\u0131 haritas\u0131, i\u015f ilanlar\u0131 ve i\u015f tan\u0131mlar\u0131 geli\u015ftirdikten ve \u015fi\u015firilmi\u015f idari yap\u0131lar\u0131n, \u00f6zellikle idare kurumlar\u0131na yol a\u00e7an, harcamalar\u0131 ve israf\u0131 art\u0131ran, i\u015fg\u00fcc\u00fcn\u00fcn analizine dayanarak bakanl\u0131klar\u0131n say\u0131sal personelindeki dengesizli\u011fi ele alan idari destek m\u00fcd\u00fcrl\u00fcklerinin azalmas\u0131na paralel olarak bakan yard\u0131mc\u0131lar\u0131n\u0131n say\u0131s\u0131n\u0131 azaltt\u0131ktan sonra yar\u0131\u015fmalar d\u00fczenlemek i\u00e7in adil standartlar olu\u015fturulmas\u0131 uygulamalar\u0131na ba\u015flamalar\u0131 i\u00e7in y\u00f6nlendirmelerde bulundu.<\/p>\n<p style=\"text-align: justify;\">Toplant\u0131ya Sa\u011fl\u0131k, Sosyal \u0130\u015fler ve \u00c7al\u0131\u015fma Bakanlar\u0131, Uluslararas\u0131 Planlama ve \u0130\u015fbirli\u011fi Kurumu Ba\u015fkan\u0131 ile Bakanlar Kurulu Genel Sekreteri kat\u0131ld\u0131.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>\u015eAM &#8211;
